Duval has been a consolidated city-county since 1968 — Jacksonville and Duval County share consolidated administration, but Atlantic Beach, Jacksonville Beach, Neptune Beach, and Baldwin retain separate municipal governments. That can affect ancillary administration when a decedent's property crosses lines.

Probate filings go to the Duval County Courthouse at 501 W. Adams St., Room 1260 — Jacksonville's downtown courthouse complex — under the 4th Judicial Circuit. Garage parking across Pearl St. Duval has a dedicated probate division with one elected probate circuit judge plus general division judges handling probate (rare for Florida counties this size).

Two clerk locations — Downtown and Beaches Branch (1543 Atlantic Blvd, Neptune Beach) — accept will deposits. The county's massive land area means estate property may span widely separated ZIPs within a single county, complicating real-estate inventory.
